Como ya sabréis, mucho se está hablando de las expectativas que conllevará la nueva ISO 45001 y muchas son también las dudas que se nos plantean sobre la compatibilidad con el actual sistema de gestión de nuestra organización.
Si bien, aún es un borrador, para algunos ya es una potencial realidad, pese a que en la última reunión de grupo CTN 81/GT 2 “ISO 45001”, la propuesta final de votación fue negativa, debido mayormente a la falta de coherencia en algunos puntos de la traducción, y es que uno de los mayores retos a los que se enfrenta la futura Norma Internacional ISO 45001 es lograr un criterio uniforme para países con unos requisitos en materia de Seguridad y Salud muy dispares.
Si hablamos del contenido de la norma podríamos decir que en gran medida se asemeja bastante a la actual OHSAS, pero en cuanto a estructura del documento, la nueva norma atiende a una estructura de alto nivel, al igual que la ISO 9001 (gestión de calidad) e ISO 14001 (gestión de medio ambiente). El objetivo de la estructura de alto nivel es que todas las normas compartan una estructura general común, con el objeto de fomentar la compatibilidad entre las diferentes normativas del sistema de gestión y así facilitar su integración e implementación.
Por el contrario, esta estructura de alto nivel, tiene la desventaja de hacer la norma algo “genérica”, como podemos observar, por ejemplo en la definición de riesgo que se hace en el ISO DIS 45001.
RIESGO: efecto de la incertidumbre.
Esta definición va acompañada de 4 notas aclaratorias hasta llegar a definir qué es lo que desde el punto de vista de la Seguridad y Salud entendemos por Riesgo.
Otro ejemplo de estructura de alto nivel que podemos encontrar en este borrador de Norma Internacional, es la utilización de las formas verbales: “debe” (requisito); “debería” (recomendación); “puede” (permiso, una posibilidad o una capacidad). Sin embargo, a lo largo del borrador, salvo alguna excepción, prácticamente la única expresión que encontramos es “La organización debe…” es decir, no se podrá alegar conformidad con esta Norma, a menos que todos su requisitos se incorporen al sistema de gestión de la SST de la organización y se cumplan sin exclusión.
En cuanto al contenido, sin duda, uno de los aspectos más controvertidos que está teniendo norma es el apartado de participación y consulta, el cual ha obtenido numerosos comentarios por parte de los distintos países. En este apartado se hace especial énfasis en fomentar la inclusión de lo que la norma denomina “trabajadores no directivos” en procesos de desarrollo, planificación, implementación, evaluación y acciones de mejora del sistema de gestión de la SST, definiendo los objetivos y evaluando si éstos se han alcanzado. Es decir, habrá que determinar qué, cuándo, cómo y a quién informar y comunicar así como mantener documentado estos objetivos.
A la pregunta que planteábamos al principio de este post, sobre si será compatible o no la futura ISO en el caso de que ya disponga de una certificación OHSAS, la respuesta está en el aire, a diferencia de las normas ISO 9001 e ISO 14001, con ISO 45001 no existe un proceso formal de transición establecido, según el BSI, se prevé que OHSAS se retire en el plazo de aproximadamente 3 años desde la aparición definitiva del ISO 45001, los distintos propietarios de ambas normas aún no se han pronunciado sobre cómo será el proceso de migración entre ambas, ni siquiera si lo habrá, si bien se espera que lo adopten sin mayor problema.
Habrá que esperar a la próxima reunión del ISO/PC 283 i WG1 del 6 al 10 de junio de 2016 en Canadá para realizar un nuevo análisis de la norma. Así como a la próxima reunión dedicada a su traducción al castellano.
¿Seguiremos hablando de Seguridad y Salud o tal y como se planteó en la última Comisión Nacional, deberíamos adaptarnos a la nomenclatura internacional Salud y Seguridad(Health and Safety)?

As for the content, undoubtedly one of the most controversial aspects is having standard is the section of participation and consultation, which has received numerous comments from various countries. To the question posed at the beginning of this post, on whether it will be compatible or not the future ISO in the event that already has an OHSAS certification, the answer is in the air, unlike the ISO 9001 and ISO 14001, ISO 45001 there is no formal transition process established by the BSI, is expected to OHSAS retire within approximately 3 years from the final appearance of ISO 45001, the various owners of both standards have not yet decided how will the migration process between the two, even if it will, although it is expected to adopt it without further ado.
