ANÁLISIS PESTEL: herramienta de identificación el contexto de la organización
En este artículo os presento una herramienta para identificar los factores externos que afectan directamente a la organización. ¿En qué consiste el análisis PESTEL? ¿El uso de esta herramienta nos garantiza el cumplimiento del requisito de identificación del contexto de la organización de la norma ISO 9001:2015? ¿Qué factores externos analiza PESTEL? ¿Cómo lo podemos hacer? Os mostraré ejemplos de cada uno de los factores, para facilitaros que podáis aplicarla de forma sencilla en vuestra empresa.
¿En qué consiste el análisis PESTEL?
Es una de las herramientas más utilizada por las empresas para identificar los aspectos externos de la organización. Los factores externos que podemos analizar mediante Análisis PESTEL son: factores políticos, económicos, sociales, tecnológicos, ecológicos y legales.
¿El uso de esta herramienta nos garantiza el cumplimiento del requisito de identificación del contexto de la organización de la norma ISO 9001:2015?
El nuevo requisito de la norma ISO9001:2015expone que se debe realizar una identificación de los factores internos y externos de la organización que afecten a la organización. Habitualmente, los factores que podemos controlar e identificar más fácilmente son aquellos que son internos de la organización, ya que nos aplican directamente, y tenemos la capacidad de modificarlos si es necesario.
Muchas veces, es sobre los factores externos, que no podemos influir en ellos, donde tenemos más dificultades para identificar qué aplica o no a mi empresa. Para poder realizar este análisis externo de la organización, una de las herramientas que podéis aplicar es la que os presento en este artículo.
Igualmente, para cumplir con el requisito de la norma, como os he comentado, deberéis analizar tanto los factores internos, como externos, por lo que a parte de esta herramienta, necesitaréis de otra para cumplir en su totalidad el requisito.
Si realizamos un análisis completo de la identificación de la organización, he considerado tres herramientas, que podéis visualizar en la siguiente imagen:

NOTA: con la finalidad de evitar elaborar un sistema muy complicado y enrevesado, para armar el sistema de gestión de calidad, únicamente aplicar el análisis DAFO, ya que el posterior análisis derivado de la identificación del contexto de la organización, puede realizarse con otras herramientas ya presentes en el sistema, como puede ser la gestión de riesgos, los objetivos de calidad de los procesos, el análisis de los resultados en las actas de la reunión de la revisión del sistema, etc.
Os doy a conocer estas herramientas, para que cada uno de los pasos que tengáis que hacer, sepáis que tenéis unas pautas fáciles para aplicar, y que prácticamente no tenéis que pensar nada, simplemente seguir un guión para poder establecer la correcta implantación del sistema.
¿Qué factores externos analiza PESTEL?
FACTORES POLÍTICOS
Si se prevé un cambio político o bien si hay una continuidad de su política en los próximos 3-5 años y cuál va a ser el impacto que se va a producir dentro de mi proyecto empresarial, que pueden ser positivos o negativos.
– ¿Va a cambiar el gobierno las condiciones fiscales a las empresas?
– ¿Va a cambiar el gobierno la legislación que me aplique directamente?
– Se prevé que cambien los acuerdos comerciales con otros países, aduaneras, impositivas…
FACTORES ECONÓMICOS
Tendremos que analizar qué efectos económicos me pueden afectar en mi proyecto empresarial.
¿Estamos en un periodo de crecimiento o recesión en nuestro país?
¿En los países a los que vendo mis productos están en fase de expansión o recesión?
¿Afecta a mi empresa la evolución de la economía mundial actual?
Tendremos que ver en qué forma nos afecta si es positiva o negativa.
Hay industrias que funcionan muy bien en ciclos de expansión como puede ser el de prestación de créditos, formación… pero en cambio ciclos de recesión son óptimos para otros negocios.
FACTORES SOCIO-CULTURALES
Como los comportamientos de la gente pueden afectar a mi proyecto empresarial, puede ser de forma positiva o negativa.
¿La gente está cambiando los hábitos de compra?
¿La gente está cambiando la forma de comunicarse?
¿Existen hábitos hacia la colaboración?
FACTORES TECNOLÓGICOS
Dependiendo de la industria, estos factores van a impactar en mayor o menor impacto.
¿Qué tecnología existen actualmente?
¿Se prevé un cambio tecnológico que me puede impactar en mi proyecto empresarial?
FACTORES ECOLÓGICOS
¿Está cambiando la conciencia social sobre el cambio climático?
¿Sobre las energías renovables?
¿Esto afecta a mi proyecto? ¿Cómo afecta?
FACTORES LEGALES
¿Cómo está el sistema impositivo?
¿Se prevén cambios respecto a las licitaciones y concursos?

En la siguiente imagen os muestro ejemplos de los aspectos importantes a analizar para cada uno de los factores que afectan a vuestra empresa. Debéis tener en cuenta que debéis analizar todos los aspectos ya afecten positiva o negativamente a vuestra empresa.
Una vez identificados los diferentes aspectos que afectan directamente a vuestra organización, deberéis considerar si se tratan de una amenaza o bien puede surgir una oportunidad.
Por ejemplo, un cambio de legislación que afecte directamente a nuestra organización puede ser:
Una oportunidad: si la ley nos permite fabricar o hacer un servicio que anteriormente no estaba permitido, o legalizado. Podremos ofrecer a nuestros clientes un producto o servicio nuevo que nos permita mejorar nuestras ventas.

Does the use of this tool guarantee us compliance with the requirement to identify the organization context of ISO 9001: 2015? What external factors does PESTEL analyze? How can we do it? I will show you examples of each one of the factors, to facilitate you that you can apply it of simple form in your company.
What is the PESTEL analysis?
It is one of the tools most used by companies to identify the external aspects of the organization. The external factors that we can analyze through PESTEL Analysis are: political, economic, social, technological, ecological and legal factors.
Does the use of this tool guarantee us compliance with the requirement to identify the organization context of ISO 9001: 2015?
The new requirement of ISO9001: 2015 states that an identification of the internal and external factors of the organization that affect the organization must be carried out. Usually, the factors that we can control and identify more easily are those that are internal to the organization, since they apply directly to us, and we have the capacity to modify them if necessary.
Often, it is about the external factors, that we can not influence them, where we have more difficulties to identify what it applies or not to my company. In order to perform this external analysis of the organization, one of the tools that you can apply is the one that I present in this article.
Likewise, in order to comply with the requirement of the standard, as I have said, you must analyze both internal and external factors, so that apart from this tool, you will need another one to fully meet the requirement.

In the countries where I sell my products are in the process of expansion or recession?
Does the company affect the evolution of the current world economy?
We will have to see how it affects us whether it is positive or negative.
There are industries that work very well in expansion cycles such as credit delivery, training … but instead recession cycles are optimal for other businesses.
SOCIO-CULTURAL FACTORS
As people’s behaviors can affect my business project, it can be positive or negative.
Are people changing buying habits?
Are people changing the way they communicate?
Are there habits toward collaboration?
TECHNOLOGICAL FACTORS
Depending on the industry, these factors will impact more or less impact.
